Improving national policies on aging in the CIS countries

On December 12-13 2017 in Bishkek the International Conference "Improving National Policies on Aging in the CIS Countries: The Experience of the AgeNet Partners and the Perspectives of Interaction" has been held. International and regional experts, representatives of the Government of the Kyrgyz Republic, several Ministries, international organizations, members of the international network AgeNet International from Kyrgyzstan, Russia, Kazakhstan, Tajikistan, Uzbekistan, Turkmenistan, Georgia and Armenia have participated in the conference.

Modern Challenges

Since the acquisition of independence of the Kyrgyz Republic, more than 200 state programs have been adopted to address the problems of various target groups. Unfortunately, the problems and needs of older citizens of the republic are not taken into account at the state level when developing national programs and policies. Meanwhile, the aging of the population is one of the global problems of the modern world. According to the UN data in 2005, more than one billion people crossed the 60-year mark. It is necessary to radically change social policies so that people will grow up worthy without fear for their future, be financially secure, have access to basic public services.

Why Kyrgyzstan?

In 2005, on the initiative of 22 organizations dealing with aging in Kyrgyzstan, Kazakhstan and Tajikistan, the International Gerontological Network AgeNet International was established, whose goal is to promote the responsibility of the state and civil society in improving the situation of socially vulnerable older people

As of January 1, 2016, the number of elderly people in Kyrgyzstan is 448 thousand people, which is 8% of the population of the republic, in the next 10 years the number of elderly population continue to grow.

AgeNet International initiated the first study of the aging process in the Kyrgyz Republic, covering 4,000 households in various aspects of the life of the elderly, including violence, food security, access to public services, etc. The results of the study will be presented at the Conference.

In 2002, Kyrgyzstan joined the International Madrid Action Plan on Aging (MIPA), within the framework of which from 2004 to 2016, the Network held 9 conferences and adopted 5 declarations. The Conference program takes into account the three main areas of the Madrid International Plan of Action (MIPA) on aging: 1) older people and the development of society; 2) health and welfare in old age 3) environment supporting human development., Which will be reflected in parallel sections and mastrels.

In October 2016 AgeNet network lobbied for inclusion in the agenda of the Coordinating Council for Social Affairs under the Government of the Kyrgyz Republic, the need to develop the Comprehensive National Program for Senior Citizens of the Kyrgyz Republic, following which it was decided to form an interdepartmental working group on the development of the State National Program on Improving the quality of life of the elderly in 2018-2027. . 6 partner organizations of the AgeNet network are included in the working group of this program. The developed recommendations at the Conference will be sent to the Government for inclusion in the developed program and network members will lobby and monitor the inclusion of these recommendations.
